Victoria’s rider bank has 70 questions across 12 topics, with a distinct set of learner conditions that deserves careful attention. Licence rules and learner restrictions is the largest topic at 8 questions. Protective gear and helmets, Braking, and Road surface hazards each contain 7. Cornering and counter steering and Lane position and buffering each have 6. Learner approved motorcycles, Being seen, Lane use and filtering, Pillion passengers and loads, and Weather, fatigue and distance each have 5, while Riding in a group has 4. The bank gives the rules with their Victorian context, rather than treating every motorcycle topic as identical across Australia.

Some Victoria-specific rules explain that emphasis. A motorcycle learner must wear a high visibility vest or jacket bearing an approved standard mark, and an L plate must be readable from 20 metres. A learner permit holder cannot lane filter. A learner also cannot carry a pillion passenger, although a passenger may travel in a sidecar.
